<p>Nokia will sell a new high-end smartphone through U.S. carrier Verizon Wireless, it said on Friday, aiming to expand its share in the high-margin premium market after years of falling behind Samsung and Apple Inc.</p>
<p>The new Lumia 928, priced at $99 if customers mail-in a $50 rebate and agree to a two-year deal with Verizon Wireless, is similar to the 920 model currently sold through AT&amp;T, but is lighter and slightly different in appearance.</p>
<p>It weighs 162 grams compared with 185 grams for the 920, which some critics had said was too heavy.</p>
<p>The 928&#8242;s 4.5-inch screen also extends to the edge of the phone, giving a sharper impression than the curved edges of the 920. <p>Birmingham has been using a pilot program to offer wireless Internet access to communities in the area. It is now going to expand that program even further. This Wi-Fi program was started in 2011.</p>

<p>Bishop Robert J. McManus, the leader of the Roman Catholic Diocese of Worcester, kept silent in court today as his attorney entered a not-guilty plea to charges that he was driving drunk during a crash last weekend and then fled the scene.</p>
<p>McManus, 61, was released on personal recognizance after his attorney, Bill Murphy, told Fourth Division District Court Court Judge Walter Gorman that his client, a Massachusetts resident, waived his right to an extradition hearing.</p>
<p>The arraignment lasted about two minutes. McManus, who appeared in the black suit with white clerical collar usually worn by Roman Catholic priests, did not speak. <p>Hundreds of survivors of last month&#8217;s collapse of a building housing garment factories in Bangladesh protested for compensation Tuesday, as the death toll from the country&#8217;s worst-ever industrial disaster passed 700.</p>
<p>The police control room overseeing the recovery operation said the death toll stood at 705 on Tuesday afternoon as workers pulled more bodies out of the wreckage of the eight-story building that was packed with workers at five garment factories when it collapsed on April 24. The factories were making clothing bound for major retailers around the world.</p>
<p>The disaster is the worst ever in the garment sector, surpassing the 1911 garment disaster in New York&#8217;s Triangle Shirtwaist factory, which killed 146 workers, and more recent tragedies such as a 2012 fire that killed about 260 people in Pakistan and one in Bangladesh that killed 112, also in 2012. <p><strong>Woman Killed in Party Bus Accident</strong></p>
<p>A 26 year-old woman was killed when she fell out the emergency exit of a party bus. She had just recently had a baby and was on the bus for a friend’s bachelorette party. Investigators are still trying to determine how she fell out of the bus and was then run over by three cars.</p>

<p>Investigators spent Monday afternoon back on the scene of a deadly accident where a woman fell out of the side of a party bus and was run over by three separate vehicles. They’re looking for any other clues that might be able to help them piece together what really happened.</p>
<p>Jamie Frecks, 26, was on board the Midnight Express party bus for a friend’s bachelorette party Saturday night. The Kansas Highway Patrol says it is still investigating how she fell out the side-emergency door exit and onto Interstate 35 near Southwest Trafficway.</p>
<p>Only one of the three drivers who stuck Frecks stopped that night. <p>Bernhard Koehler is the chief operating officer for Fisker and recently stated that the company may have to file for bankruptcy. It seems the company is struggling to stay afloat with their plug-in hybrid electric sports cars. Despite receiving substantial loans from the Energy Department in 2009 the company has not been financially successful.</p>

<p>In an appeals court on Tuesday three judges ruled that Heidi Heffron-Clark can not protect the $300,000 she inherited from her mother from creditors. The ruling means that inherited individual retirement accounts are fair game for bankruptcy creditors. It&#8217;s possible the matter could end up in Supreme Court.</p>

<p>Heidi Heffron-Clark cannot keep creditors from going after $300,000 she inherited from her late mother, Ruth Heffron, a panel of three federal appeals judges said in a ruling written by Frank Easterbrook, the economic scholar and chief judge for the 7th U.S. Circuit Court of Appeals.</p>
<p>The ruling is a win for William Rameker, the trustee in charge of administering Heffron-Clark&#8217;s bankruptcy estate.</p>

<p>The technology behind Apple&#8217;s iTunes U, a repository of educational information for students and teachers, has been outed by the U.S. Patent and Trademark Office (USPTO).</p>
<p>According to Patently Apple, which was first to discover the patent application today, the iPhone maker filed for a patent on the technology that powers iTunes U. Interestingly, the technology in the patent application is called Virtual University, but Apple ostensibly decided it wasn&#8217;t the right name for its service.</p>
<p>So, what does Apple&#8217;s application describe? The application describes a method by which instruction information is displayed within a graphical user interface. <p>As the global business community continues to struggle against patent lawsuits which straddle across multiple countries and jurisdictions, industry watchers believe creating a centralized patent body in the mold of the United Nations will not work as common patent laws will be difficult to establish and enforce.</p>
<p>Henry Dewing, infrastructure and operations analyst at Forrester Research, said the international, UN-like patent body will have to be objective as a third-party, and able to settle disputes fairly, wisely and efficiently.</p>

<p>Nokia today posted Q1 earnings that show the Finnish company still trying to recover from a fast-declining legacy handset business. But in the meantime, it is continuing to play another card in its hand, that of patents and intellectual property licensing. This is an area that will bring Nokia €500 million ($653 million) in revenues this year, CFO Timo Ihamuotila said in Nokia’s earnings call today. 			<content:encoded><![CDATA[<p>Antique dealers and small shop owners can rest easy now that a law regarding the sale of second hand merchandise has been repealed.  The law was intended to help policy track and recover stolen items but it had an adverse affect on antique dealers and small businesses by putting too many restrictions and requirements on them.  The voice of the people was heard and the law was repealed.  Shop owners said they are not interested in selling stolen merchandise and will do everything they can to help police but they still need to be able to run a business.</p>
<p>With nearly all of the Cattaraugus County legislators as sponsors of a local law to repeal a 2012 law on the sale of second hand items, it was a slam dunk.</p>
<p>Nevertheless, many of the antique and other second-hand dealers who voiced their concerns over the law to legislators last month, attended Wednesday’s public hearing on the local law repealing the previous law – just to make sure.</p>

<p>Donté Stallworth is a wide receiver in the NFL. He and his friend were recently in a hot air balloon accident that left both of them injured. The balloon crashed into a power line, which electrocuted Stallworth and his friend.</p>

<p>NFL wide receiver Donté Stallworth, who was in a hot air balloon accident last month that left him and his friend with serious injuries after they came in contact with power lines, said the electrical shock was the “longest two or three seconds” of his life.</p>
<p>Stallworth, 32, is a free agent after playing with the Baltimore Ravens and Washington Redskins, among other teams. He and his friend, Soleil Guerrero, 27, were on the serene hot-air balloon ride south of Miami March 16 when the balloon’s basket struck power lines.</p>
<p>“It was very peaceful, quiet, nice day … [we] took a lot of pictures,” Stallworth told ESPN in an exclusive interview.</p>

<p><strong>Woman Crashes Into Tree, Dies</strong></p>
<p>A 30 year-old woman drove her car into a tree on the Algonquin Parkway in Louisville, KY. She was pronounced dead at the scene. The crash was very loud, and the car was severely damaged, but there appears to have been no external factors involved.</p>

<p>Louisville Metro Police shut down Algonquin Parkway for several hours after a fatal accident Tuesday morning.</p>
<p>The single vehicle accident happened near Compton Street when a SUV struck a tree. Police said a woman in her 30s was pronounced dead at the scene.</p>
<p>The crash was so loud, it rattled the neighborhood.</p>
<p>&#8220;I was in the bed and I heard a boom and it sounded like the whole avenue just blew up,&#8221; Juanita Bell, who lives near the accident said.</p>

<p>Pope Francis has told a senior Vatican official to &#8220;act decisively&#8221; against sexual abuse and carry out &#8220;due proceedings against the guilty,&#8221; the Vatican announced Friday.</p>

<p>ON MARCH 25th, Global Times, a state-run newspaper, reported that a kindergarten teacher in Hebei province had been forcing pupils who misbehaved to drink their own urine as a punishment. The accused teacher has denied the reports, which are only the most recent in a series of allegations of child abuse at Chinese schools. Microbloggers are incensed.</p>
<p>In one of the most widely discussed cases, in October 2012 Lin Junyan, a mother in the city of Wenling, in Zhejiang, found a photograph online of her five-year old son’s kindergarten teacher picking up the boy by his ears. The teacher looks like she is enjoying his pain as he screams.</p>
<p>Other photographs, apparently from the same kindergarten, show children in stress positions or with their mouths taped shut. Yan Yanhong, a 20-year-old teacher, was vilified by the public for having carried out the abuse. She defended herself to local media by saying they were all in “fun”. <p>The stunning revelation that nearly 120 sex offenders’ addresses match those of day care centers is only one of many “serious failures” of the beleaguered state Department of Early Education and Care, the state auditor told the Herald yesterday.</p>
<p>The agency also failed to perform a single unannounced inspection of home-based child care centers for the past 12 months, according to the state audit released yesterday.</p>
<p>“The agency dropped the ball in terms of adequate oversight of day care providers,” State Auditor Suzanne Bump told the Herald. “We’re talking about some serious failures on the part of the agency.”</p>

			<content:encoded><![CDATA[<p>A new online mapping toll has been published by Rutgers University to help local officials plan for coastal flooding.  Hurricane Sandy brought into view the power of the ocean and the affects on the coastal communities.  Since Sandy there have been many discussions about rising sea levels and the devastation that more storms like Sandy could cause. Rutgers mapping tool shows users how some locations would be affected at high tide as sea levels rise.</p>
<p>At Point Pleasant Coast Guard Station, the rising ocean laps just below the quayside where cars are parked. At Avalon Dunes, it’s shown advancing along a bayside street lined with expensive homes. And at Double Creek Bridge south of Toms River, the waters of the Atlantic creep toward a beachfront house that’s already just yards from the regular high-tide line.</p>
<p>All three scenarios are depicted in photographs simulating the effects of a foot rise in sea-level on the Jersey Shore. These simulations &#8212; and others &#8212; can be seen thanks to a new <span style="text-decoration: underline;">online mapping tool</span> published by Rutgers University to help local officials plan for coastal flooding in coming decades.</p>

			<content:encoded><![CDATA[<p>The Pinetown Covered Bridge, a historic bridge over the Conestoga River is being restored.  The bridge has been closed since damages from Tropical Storm Lee in the fall of 2011 made it unsafe.  It took years to secure the funding  and permits but construction has finally begun to restore the bridge which is scheduled to be completed by last summer.</p>
<p>The Pinetown Covered Bridge has carried traffic across the Conestoga River for nearly a century and a half.</p>
<p>But the wooden structure has sat idle and barricaded since flooding caused by the remnants of Tropical Storm Lee closed it with a rude shove downstream in September 2011.</p>

<p>“I am announcing changes which will result in Starbucks paying higher corporation tax in the U.K. — above what is currently required by law,” Kris Engskov, managing director of Starbucks in Britain, said in a speech to the London Chamber of Commerce.</p>
<p>Starbucks said that in 2013 and 2014 it would refrain from claiming certain tax deductions that helped reduce its tax bill to zero in Britain over the last three years.</p>
<p>The tax practices of Starbucks, along with those of other United States multinational companies, including Google and Amazon, have come under intense scrutiny recently in Britain, where the government has announced plans to extend its fiscal discipline for another year.</p>

<p>When an Internal Revenue Service agent confronted him in October, the agent wrote in a court affidavit, Mr. Gordon, 61, said he had not known his tax forms failed to mention the sale income. <p>Investigators arrested Mr. Gordon last week at his Manhattan apartment, said Robert Nardoza, a spokesman for Christopher Caffarone, the assistant United States attorney prosecuting the case. <p>The government of Prime Minister Antonis Samaras is intent on cracking down on wealthy tax evaders as it tries to quell mounting public anger over a slate of austerity measures that the Greek Parliament last week passed by a thin margin. 			<content:encoded><![CDATA[<p>Fillmore Middle School in Ventura County, California is only a dozen years old but has been plagued with leaky roof problems.  It has accelerated from what was an occasional maintenance issue to a health and safety issue.   There is evidence of mold in parts of the school which can cause respiratory illness, absence from school and affect the student’s ability to concentrate and learn.</p>
<p>In February, the <em>Ventura County Star</em> published an article about leaking roofs and health concerns over mold at Fillmore Middle School. The school, which is only a dozen years old, has been plagued with roof problems that have resulted in water damage to the school.</p>
<p>According to the article, the situation has gotten worse and mold has been found in some areas.  The article quotes Earl Davis, interim assistant superintendent for the Fillmore Unified School District, who stated, “There were leaks in the past, but they were not as significant as this year. This year has been the tipping point. This has gone from being a maintenance issue with occasional roof leaks to what could potentially become a health and safety issue.”</p>

<p>Supporters of copyright reform are hoping that 2013 is the year they get some real momentum going. In the wake of Monday&#8217;s news that the White House and FCC now support consumers&#8217; rights to unlock their cell phones, a new coalition called has launched an effort to repeal the section of the Digital Millennium Copyright Act that forbids breaking &#8220;digital locks.&#8221;</p>
<p>The group has a website called FixTheDMCA.org, which lays out the problem in a simple, graphical way, and provides tools for people to contact their Congressional representatives. The group&#8217;s goal is to build support for a repeal of section 1201 of the DMCA, the so-called &#8220;anti-circumvention&#8221; clause.</p>
<p>That won&#8217;t be an easy task, since the entertainment industry has fought hard to make digital lock-breaking illegal. When creating DVD copy-protection, for instance, the industry was keen to make sure that getting around such technology would be illegal. 			<content:encoded><![CDATA[<p>The Affordable Care Act is putting the Nebraska public school districts in a hard place and might force them to cut hours or lay employees off.  The new act requires that employers with 50 employees or more are required to pay 60% of health benefits for those employees that work 30 hours a week or more or pay a fine.  The school district says it cannot afford the increase cost of providing these benefits nor can it pay the fines.  The alternative is to either lay off the teacher aides, bus drivers, custodians, cooks and clerical staff or cut their hours to below 30 hours a week.</p>
<p>A lawyer for Nebraska public school districts said districts are considering cutting thousands of part-time non-teacher employees&#8217; hours next year to avoid offering them health insurance benefits mandated by the Affordable Health Care Act.</p>
<p>The act requires large employers &#8211; those with at least 50 full-time equivalent workers &#8211; to cover at least 60 percent of health care costs for employees who works more than 30 hours per week, putting some businesses and government agencies in a difficult position.</p>
<p>Karen Haase, a lawyer who represents about 150 school districts throughout Nebraska, said thousands of non-teaching employees &#8211; including teacher aides, bus drivers, custodians, cooks and clerical staff &#8211; could be offered extended health benefits, have their hours cut or be laid off. <p>A water main break on South Cameron Street in Harrisburg has shut off water to several homes and forced a boil-water advisory for the south section of the city.</p>
<p>It is the second water main break in a week to occur on Cameron Street. Late Tuesday, a two-block section of North Cameron Street was shut down.</p>

			<content:encoded><![CDATA[<p>Connecticut just passed the one year mark on the enactment of a controversial bill, the first–in-nation law requiring certain employers to provide paid sick days.  This law hasn’t been cost-free like advocates had boasted and both employers and employees have seen the consequences.  Business coped with the increase cost of providing sick time by raising prices to consumers, cutting employee wages, reducing work forced, cutting back on employee benefits and limiting expansion within the state.  Businesses say employee sick absences were not a problem until the law took effect.</p>
<p>With news of a flu epidemic still making headlines, Connecticut&#8217;s first-in-the-nation law requiring certain employers to provide paid sick days seems downright prescient.</p>
<p>But today, one year after that law took effect, new evidence suggests that it hasn&#8217;t been the cost-free endeavor advocates claimed. A study from Employment Policies Institute (EPI) finds that businesses in the state have taken labor-saving steps to adapt to the law&#8217;s costs&#8211;with consequences for employers and employees both.</p>
<p>During the contentious public debate over the sick leave bill, employers warned that the additional cost of the mandate could force unintended consequences. <p>If you&#8217;re looking for a new job, consider how the company you want to work for stacks up in terms of employee benefits and perks. These days, most companies are offering more than just basic healthcare coverage: Many offer paid maternity leave, work from home options, and/or other perks, like bringing your pet to work. The hiring marketplace is getting more cutthroat as the race to attract the best workers is on. The good news is: you&#8217;re the winner in the race. As the job market heats up, you should have your pick of jobs and employee perks.</p>
<p>Payscale.com recently put out a Top Tech Employer Comparison, which lends insight into how some of the biggest companies stack up in terms of employee perks. While you may not be offered 3.6 weeks of vacation a year like Facebook provides, you can at least get an idea for what some companies offer in terms of benefits and perks.</p>
<p>The lowest payer of health insurance expenses on Payscale&#8217;s list is Nokia, which still covers 85 percent of insurance expenses. At the top of the list: Nvidia, which covers 99 percent of health insurance costs. Dental is similarly covered by those companies.
